This song deals with the immigration issue in the United States. Many politicians under the George W. Bush administration tried to quell illegal Mexican immigration by erecting a fence along the U.S.-Mexico border and deny benefits to illegals who are in the country. In this song, Russell points out that Mexican immigrants are doing the work that allows rich people to live an affluent lifestyle at relatively low cost: jobs like landscaping, cooking and housekeeping.
