Idle Eyes was a Canadian group founded and fronted by Tad Campbell. It started out promisingly, with Tokyo Rose charting in their native country and achieving some success in the United States as well. However, the group never had a major hit after that, and their career petered out, although they continued to perform occasionally.
The song is about a femme fatale type the singer has fallen for, and is mostly remembered for its video, which features film clips of top billing actresses from the 1920s and 1930s.
During World War II, "Tokyo Rose" was what American soldiers called the female Japanese radio announcers that broadcast propaganda from Japan-controlled radio stations.
