This song is about how despite the first amendment guaranteeing freedom of speech, America isn't really free: "You can do it your way if it's done just how I say."
The title does not appear in the lyrics. "Eye Of The Beholder" comes from the phrase "Beauty is in the eye of the beholder," meaning that people see things in different ways.
Lars Ulrich revealed to Vulture in a 2020 interview this the one Metallica song he never wants to hear again. He said that wherever he hears the tune, its two different tempos make it sound "really forced" to him. "There's kind of a 4/4 feel in the intro and on the verses, and then I think the choruses are more like in a waltz tempo," Ulrich explained. "It literally sounds like two different worlds rubbing up against each other. It sounds very awkward to me. I'm not a huge fan of that song."
