During episode 6 of Justin's YouTube docuseries Seasons, we learn that the singer debuted the acoustic ballad at their private wedding reception in Bluffton, South Carolina on September 30, 2019. As a snippet of the song plays, Justin explains, "That's What Love Is" is about the fact that "not everything needs to be physical - I love her without needing to touch her."

Justin wrote the song with regular collaborators Poo Bear and Sasha Sirota, plus Courtney Sills (112's "Peaches and Cream").
