After forming in Tennessee, the members of Fuel relocated to Harrisburg, Pennsylvania in 1994 where they performed at local venues. Their original name was Reel To Real, and they were a cover band.
Scallions joined the band when Reel To Real had a show in Albany, and their lead singer couldn't make it. He had been playing solo shows at local bars.
Bell wrote their songs.
